Making a waiver claim for Toomer would not have prevented them from making another waiver claim.

Signed after clearing waivers isn't unusual but being added to the 53-man roster after clearing waivers is. The reason is that the league requires players claimed off waivers to be placed on the 53-man roster (cannot be put on the practice squad). Being that that he was on a rookie scale contract, if the Cowboys wanted to add him to the 53-man roster it seems odd that they wouldn't just make a waiver claim for him and avoid the risk of another team claiming him.
The only thing I can think of is the Jerry wants to save a few bucks by negotiating a (minimally) cheaper contract than the one Toomer signed as a fifth-rounder in 2012.
