One correction, the snapper was Griff Whalen, who had been on the roster. He was a regular special teamer/depth wide receiver. The original snapper got hurt, and they sent Whalen in, but they never told Whalen that the ball wasn't meant to be snapped. You are correct in that the goal of the play was to catch the Patriots in a penalty, either through substitution or offsides, or be forced to call a time out.
