Throttling Speeds while using vortex

Hey so I'm downloading the girthy 80gb Constellation mod collection for SSE. Issue is it's downloading slow af, I have premium and my internet connection is fine. However using vortex it says my speed is throttling anywhere from 80 m/bs to 0. Any have any ideas?
