WiFi won't turn off and turned itself on

So, I have had this problem with PureNexus, Lineage, and now on stock. My wifi won't turn off when you press the toggle. If you go into the actual settings to turn it off, you need to toggle it several times before the phone realizes to actually turn it off. Well, then it turns itself back on and repeats. I am currently using Franco r64, but I had this same issue on ElementalX 4.17.

I think it might be a kernel issue since it's remained through three ROMs and the kernel is the only common denominator. But I'm not sure. Has anyone else run into this?
