Device pixel ratio of 3.5 why?

So I have had my Nexus 6 a week. I love it, but one thing that bugs me about it is the pixel ratio of 3.5. If I go to mydevice.io then it tells me I am getting my browser scaled to 412px. I would rather be viewing about 600-700px across.

Compared to be previous phone and table, everything is too big in the browser. It appears Chrome has no way for me to control the pixel ratio. It is not just the browser. The desktop could fit 7 icons across instead of 5 and those icons would still be bigger than the ones on my android tablet.

I bought a high resolution big screen phone to get more, but I feel it is being crippled by a 3.5 pixel ratio that I would like to be able to set to 2 or 2.5.

Does anybody know why Motorola got this so wrong? And how can I change it without rooting my device?
