Not sure where you read standing in the laws of association football. according to The FA, iFab and FIFA they all state: ‘have a part of each foot on or behind the touchline’. No mention of standing so she is good. Also, anecdotally, you see people do this a lot and I’ve never seen a ref blow for it.
Sounds like you are wriggling around in this one with a technicality. So Clear?! I think not seeing as this is actually a legal throw in. The line of the law your are referring to is on a different line and is dealing with orientation between the player and the pitch. Go on YouTube if you want or have a click around. The game is littered with these freak sideshows and the ref never blows.
The throw was legal and I’m the ball was headed in. It was a goal!

Both feet were planted and it was over her head with 2 hands on the ball. No twisting either so she is good.
