False animal control calls

Has anyone here got insight or experience with how many times animal control will attend false call ins? Our neighbor (diagonal on a back section so corners of our yards touch not a real neighbor) keeps calling animal control on our dog saying we abuse it, it's malnourished, barks all day (we're not home all day but we've got cameras, he whimpers a little bit when we first leave and barks at the odd bird or passer by) he also tells them he barks all night long, which is very false as he sleeps in bed with me. One time he called saying he was barking and yelping like he was being beaten but I had him at work with me, 20km away.... That was an awkward phone call from animal control when they couldn't find him or me on the property.

We have tall fences you can't see through and padlock the footgate access to the yard, animal control cut off three locks in just over a week, to the point where I've put a combination lock on and told them the combo so we stop losing padlocks.

The animal control lady told me they are legally obliged to follow up every complaint but this is getting quite absurd, every time they are here for five minutes tops, check his water, food, take pictures of his run and kennel which she has said are awesome and more than big enough he just needs to get used to them. We've only had him just over a month.

Will they just keep coming everytime he calls or is there something we can do to stop this nonsense? Is it harassment?
