Low Attendance/Lack of Tickets Bought Reason?

Just curious, what do we think is up with the lack of tickets bought for the upcoming WWC in NZ? I feel like this is a massive feat for the nation. I get it's not to the same degree of popularity as the men's tournament, and aside from the few big clubs there isn't as much known about some teams, but I feel folks would still want to attend. Any thoughts?
