Elite buffs have made end game content on low pop server impossible.

My friend and I can't two man anything. Either it takes 4 min to kill and single enemy or the elite just dunks on us. Our server is low pop so there is never anyone on to help us. Elite zones now require dungeon groups or raid level up north. I just hate having nothing I can do... Outside of "get gud" am I just not getting end game in this game?
