Illegal Dumping in NJ

At my work we have 2 large containers for garbage. One trash, one cardboard. Noticed today 12 large black trash bags in our cardboard container filled with regular trash not from us. So we had to have someone climb in and throw it all out to put in our regular trash container. We have cameras everywhere outside our building so caught the culprit and his license plate.

Question is I know illegal dumping is something that carries large fines. Is that just public places or is that enforced for people illegally dumping in private garbage receptacles?
