Animal abuse is not the flex you think it is (cnj)

I live in Trenton with my mom and uncle (her brother) and we LOVE animals. Especially cats. We've been caring for strays for around 15 years. People know us as 'the cat people'. I'm delighted by this. However, there is a woman down the street with around 5 cats. Except she doesn't feed them, doesn't let them in, it's basically abuse by neglect. There's a fantastic tnr (trap-neuter-release) program run by a nearby town. She won't do it! 2 cats had babies within the past few months and another is bursting, about to drop a litter.

We've called animal control. They won't do anything because "that's her property". I get it, but seriously? What can we do? They are little angels. We have 4 ourselves so we can't take them in. I'm just filled with impotent rage every time I open another can (we buy the food).
