Garage failed my car for inspection-fixed the “problem” myself and they lied

I just bought a used car from MA. I went to get it inspected here in NH and took it to a garage that had a 40$ off coupon (so the inspection was free). I told my spouse that I was concerned that due to them not making any money off of us, they’d somehow find a “problem” to make money.

Well they did. They claimed I needed rear brakes. They said that the pads and rotors failed and possibly the calipers. They quoted me 1200$.

I did the brake job myself today and they did not need to be replaced. I measured them. The garage lied.

I’m going to go back to get it re-inspected so I can finally drive the car, but I’m very upset about this. Is there some kind of law about this or somewhere I can complain too? They tried to scam me out of 1200$.
