I do concede that. In almost all incidents I have heard about its either the lack of belts, harnesses, helmets or impairment by alcohol. The fact that two ATV'S collided also makes it likely that speed, rules of right of way, driving on uncertain terrain etc may have been factors. But yes, we do not know what exactly were the factors in this case. Empirically, people who let their kids drive ATVs on wooded trails at the age of 15 have a different view of traffic rules than your average driver.
