Stroke at age of 21 years - who are the specialists in Europe?

A good friend's son - always perfectly healthy and fit - had a stroke about 2 weeks ago. The doctors at the regional hospital are at a loss as to the causes and are doing all sorts of tests.
Can anyone give me a tip as to where in Europe the best neurology specialists for this topic could be found?
