What's the point of Passive/Active BGP

Just learned about passive/active BGP from a guy who said it basically only exists as a way to trip up exam takers. I then Googled thinking others would have the same question but the only link I found was to guy who asked about the point of active/passive BGP and got a response that explained how there can be a collision if two peers try to form a TCP connection simultaneously... unclear how TCP itself hasn't overcome this but surely this isn't the only reason. If it is, why wouldn't setting active/passive be the norm?
