Clearpass for NAC server connect to AD, Meraki switch, Windows Client

I'm faced with troubleshooting a wired EAP problem. The client (windows) is returning in the windows log file "there was no response to the EAP Response Identify packet".

On a packet capture I see

Switch => Workstation Request, Identity
Workstation => Nearest-non-TPMR-bridge Response, Identity
Switch => Workstation Request, Identity
Switch => Workstation Request, Identity
Workstation => Nearest-non-TPMR-bridge Response, Identity
Workstation => Nearest-non-TPMR-bridge Response, Identity

On Clearpass access tracker it's saying Login Status of TIMEOUT

What am I missing here? I have set the windows client to not authenticate certs as well.
