Trying to remember a game hoping its included o the mini before I buy.

First of all I apologized if this is obvious but I always remember this game I would find from time to time a youngster in the 90's usually in an arcade machine that included multiple games to choose from. It was two player, sidescolling action game where you could either be a ninja dude or a cowboy? You could power up and change into animals... here's where I dont know if I start confusing it with altered beast or not... anyway I used to 0lay the shit out of this game and freak out and use all my quarters on it everytime I saw it and if it's on the mini I will buy that thing right now.
