Post Body
I have a neighbor that is a USPS carrier and this person drives the postal truck to there house during the day and parks it in there garage and closes the door. Is that legal? Should a person be concerned about them going through mail?

I would report that to the USPS. This is highly irregular. This may also be a job for the local authorities.
