Have the various item reworks made on-hit any more viable?

Neeko's W passive seems somewhat wasted since she doesn't build Attack Speed. Now that new Rageblade gives AP, I'm wondering if, combined with Nashor's and Statikk (for low-mana wave clear) the on-hit build could be actually good in certain matchups.
