Reaction ataack test

So until recently I was under the impression you only do an initiative check when someone tries to retreat from combat to determine if you can hit them again with reaction attacks. But i got my Corpse Grinder cards today and one of them has me puzzled. The card named The Red Hunt states I can play this card during any action phase or after Fleeing the battlefield but before activate fighters, each friendly fighter engaged with an enemy fighter can take a reaction attack, they do not need to make an initiative check. So does this mean I have to make an initiative check if I decide to do any form of reaction? As I feel like I am massively missing something here, and as much as I love the game I also feel like the rule book is abit of a mess when it comes to finding out things like this as but that might just be me
