Change of account holder when transferring ISP

My mother is current the account holder for our Optus NBN HFC service at our address and I am planning to switch to another provider (Leaptel). However, I would like to have the NBN account at Leaptel be under my name so it's easier to manage since my mum is not technically inclined.
Do I need to transfer the account to my name with Optus before switching to Leaptel or can I just make a new account at Leaptel under my name directly?
