Has NBN rolled out boosted upload plans to residential FTTP connections?

I was just checking the Leaptel Fibre Upgrade Website (https://leaptel.com.au/nbn-fibre-upgrade/) and it seems that you can now get 100/40, 250/100, and 1000/400 for a (n the case of 1000/400, significantly) higher price. These upload boosts are not available on the normal 'NBN plans' page.

Has this change just come out recently for FTTP residential plans? Is this increasing segregation of upload speeds by technology, just an admission then that HFC should have never been retained?
