Why are typical evening speeds for 1000/50 plans so much lower than with other plans?

I've noticed that with Superloop, Aussie Broadband and Leaptel, the 1000/50 plans have typical evening speeds that are a much lower percentage compared to the 100/40 and lower plans. Typical evening download speeds seem to be 500-600mbps which is 50-60% of the max whilst with the 100/40 plans, the download evening speed is 95mbps or 95% of the advertised speed plan.
Why is this the case? Is there some sort of CVC rationing occurring compared to 2020 when the 1000/50 plan first came out?
