why aren't teams using being under the floor as a recruiting strategy?

team a can barely fit a 15 million dollar salary. team b can add it and are still 10 million below the floor.
the cba just says that teams under the floor spread out the money among their players with no rules on how the money is distributed. if you want to give it to one player, give it to stars, its fair game.
