Can somebody please clarify the concept of one referee overruling another?

In the Wizards vs Warriors game just now, a close blocking/charging decision was made. Two refereed called a charge, but another referee overruled their decision and called it a charge. I tried looking online for some information on the referee hierarchy, but no dice.
Could somebody explain in what situations one referee can overrule another? Who gets the final call? Is their a senior referee on the floor with the final decision?
