Obtaining legal guardianship for my niece

My niece is moving with my wife and I later this year. Mother is a pos and father got ran over by a bull and can’t support the family. We agreed to take her in and provide for her. Anyone have any experience with this? Will navy legal help and does the family leave apply to this?
