YA sci-fi novel I read in the 70s

I remember this was a post apocalypse novel. A society of survivors (in Canada?) with telepathic powers sent one of their younger members on a Spy mission (I can't recall against who). I don't recall much of his mission, other than he's captured at some point and other telepaths are holding him captive using their mental powers to "block" his abilities and trap his mind. He figures out that he can use a different mental "frequency" to sneak around the block and manipulate his captors. Thx in advance!
