The Friend-ship mission never got triggered?

I finished "The Greatest Scam Of Them All?". Friend-ship should have been triggered a couple of days later.
I started speeding through days, and weeks later the Friend-ship never got triggered. Higgins was supposed to show up at my house in the morning.
Has anyone else had this issue?
