How to connect to a database over a local host?

So I don't know if I am researching this properly, but I have two computers one that is a server comptuer that holds the SQL database and the data and my main computer that is going to run a small program that collects data. (the why isn't important but I need to run it like this)

They are right next to each other both connected by ethernet (I know that doesn't matter but...)

how to I make it so that I can connect my main computer to the second so it can important data to it. I was able to make a local connect running the program on the second computer it properly uploaded the data to the database no problem, but I have no idea how to set up a connection to the second.

I am not sure if I need to use my computers local ip, the settings I need to put, and all that jazz. I also assume it would be common that if I make the connection work for an outside computer I can still access it on my local.

Again I have no clue what I am saying or doing, so a detailed guide or video would be more helpfully than just "oh set it up to the TCP/IP over SSH"
