A Government's Legitimacy Test

The first early Mesopotamian governments was a social contract with it's citizens, the state is to protect the security, health and particularly of mankind for the abandonment of state of nature, taxes and service to improve or maintain the infrastructure of the states apparatus, well the social contract has evolved over time as technology grown, still the constant people should hold the state too

The rulers of the state are obligation to the needs and desires of the citizenry, for there authority's legitimacy ultimately derives from consent of the people, if the state infringes the social contract, the government fargos all legitimacy to govern it's people

The citizenry security is the state's obligation to, protect the people's property from violence or theft, security of safe work environment and fair wage, security of basic adequate food, clothing and housing, security of clean water and sanitation services, security from foreign or domestic hostility, security of social security, security from national disasters, security from discrimination, security of fair trial and due process, security of the right of life which would be violated by actions like death, torture, neglect and coerce by use of force

Health is the state's obligation for the citizenry to have access to all forms of professional health care, a sanitary and healthy work and community environment, to have access to healthy nurturing foods and clean water

Particularly of mankind are individual universal human rights that are not lost with the abandonment of the state of nature, the state or any other non-state actor shall not and cannot be infringe, the freedom of religion, the right to privacy and dignity, the right to express one's speech, right to freely pursue one's economic, social and cultural development, right to engage with cultural life, right to freely choose one's political status, right of sexual orientation among of consenting adults, right to pursue knowledge and education, right to arm and defend one's self, the right to enjoy benefits of scientific progress, the right to own property, right to strike, organize and hold assembly
