Trying to create a fun BBEG for my players

I want my villain to have a power associated with a finite powder. The powers I was thinking would be either turning his body into the powder like Sandman or flaking this powder from his skin allowing them to cause small explosions. The campaign setting is following the super power rules from My Hero Academia and is based on that setting. Thank you for your time and hopefully your consideration
