Are circumstance modifiers limited by PL?

Example: PL10 character has 9 Dodge and 10 Toughness. They pick up the Evasion advantage for an additional 2 circumstance bonus to Dodge checks vs. area effects. Does this give them a total 11 Dodge in those circumstances, or do PL limits kick in and stop them at 10?
