[3e] Does strength automatically apply to Damage (Effect) powers or do I have to buy an extra for it?

I'm trying to make a Rocket Punch power, wherein the user punches, his fist just keeps going on to punch the foe and then it flies back to the user, for an android and I can't find if his strength automatically applies or I have to buy that or what.
So far it's just...
Rocket Punch [cost 2 per rank]; Damage (attack), Increased Range (ranged).
