singing A over a C7 (why is this so common?)

So I'm learning a bunch of songs (mostly folk songs) on ukulele lately and I keep seeing this happen.

The chord is C7 but the melody (vocal) is calling for A which is very dissonant with the Bb in the C7. The key of the song is C (because Ukelele). In one case the key might be considered D Dorian but that's kind of splitting hairs

Any ideas is this so common? It's really hard for me to sing an A while playing the C7. I've also seen the same thing in other keys but not as often.
