Why is this notated as is?

Still a bit confused as to numeral notation when it comes to secondaries like this. How is the 7 of the minor 2 dimished? I understand how it would be if using the 7 of Eb major, but doesn't the minor quality of the 2 say it would the the 7 of Eb minor?

I get confused by this notation because certain chords you get different depending on the scale you pull from because the starting note would be different if it's not 1, 2, 4, or 5.

I wonder about modes but figure that'd just be referred to as a borrow chord instead.
