Are flattened 4ths a thing in scales?

For context, I am new to theory and I am breaking down how the "B7" chord in this video (https://www.youtube.com/watch?v=UtOmcA-MdPg) was made. It's also original to the OG artist..

Key of the song is Emin.

I was guessing the "B7" chord was made using the B minor scale but the 4th of the scale is an "E" on the 2nd fret of the D string.

Making the 2nd note in this "B7 chord" Eb or a flattened 4th???
