Return to command zone after leaving library

If my commander somehow got shuffled into my library, and my opponent managed to exile a card from my library (face down for the sake of argument, such as with [Arvinox, the Mind Flail]), theres a chance that card is my commander, but I cant KNOW if its my commander, so do I get the opportunity to choose for it to go to the command zone when it changes zone? And does my opponent who exiled the card need to notify me that the card is my commander so that i can know whether I want to put it in the command zone?
