Am I Missing Something Here??

This may be a stupid question but just how does this work.
My understanding of descend 8 means there needs to be 8 permanents in my graveyard to be able to get do this.
So if there's already 8 in the graveyard to be able to play this card wouldn't you always be choosing more than one of the options. So should it not just say descend 8 choose one or more.??
