Arena vs Printed cards

How come some cards aren’t on arena that are printed. For example the new set has a card called Court of Locthwain. But when I search Arena, they don’t have the option for it. I know some older cards make sense that they never pulled over but for new sets I don’t get why they aren’t all included? I am searching under format: historic brawl, collected & not collected.
