Unambiguously here, with the context of the post he's replying to, Draton is confirming that he bulldozed my netherwart farm, AND admitting that he didn't post a 48 hour notice for (what he thought was) grief, before doing so. He also posted images of his bulldozing:

Here you can see the fresh dirt (not mycellium) in a rectangle from where he had freshly destroyed my nether wart farm.

Whether or not the island was his makes no difference for these charges:

• If it wasn't his, then he just straight up griefed my farm with intent to destory it. 100.01.

• If that area was his (it wasn't, since there were no structures or development nearby, but IF it was), then he STILL would have been guilty of 100.01 for bulldozing a modification before 48 hours after a notice, according to constitution Article IV.A.iv:

iv. If the placement or nature of a structure violates a law the owner shall be given notice and forty-eight hours to correct it before ownership is automatically relinquished and the offending aspects of the structure may be destroyed. Failure to properly notify the owner or wait the allotted forty-eight hours before altering the offending property will be a violation of section 100.01 of the Augustan Criminal Code.
