Spousal Visa, COE, and working

So me and my wife have been talking about moving to Japan. This is due to being able to go transfer to a hotel that's opening up in Kyoto. I have a couple questions due to the opening being slated in February 2020 giving me about 8 month from now to move. The only issue is my wife wants to stay a little longer in her job. so here are my questions.
- Do I need a COE for spousal visa, I was reading some places and they made it seem necessary but the official site and other literature say that spousal visas specifically don't need it. Searched here and read its a common misconception that you need it. what is it exactly?
- Can I get the spousal visa while she plans to go back to work in her US job for a handful more months? Do they even check that after I've gotten the visa since it wont be long?
Any info would be great since googling has giving me a lot of contradicting answers
edit: My wife is Japanese and we do have a 戸籍!
