[PoP] Can't repair buildings?

So I've been playing Prophecies of Pendor for a while now, and I recently was handed the fief of Saren in the Empire.
When I went to manage the village, it said
(Blacksmith --- 60% damage)
(Monestary --- 40% damage)
I can't find any repair options, nor with the steward or with the manage village menu, I have build 2 other buildings in the town already.
Is this the cause of the steward not having the appropriate skills require to normally create the building, since they were already there?
