Rear disk brake

Finally decided to replace my bike's rear brake from a drum to a disk one. I noticed tho that there is no mounting point for the caliper and the rotor. My friend told me that the mounting point for the caliper should be welded. Is that true? And should I also replace my rear wheel's hub?
