What headset size do I need?

I have a 2004 Raleigh Ram 3.0 and I don't have the tool to measure the inner diameter of headtube to see what headset I will need.
Does anyone know what size headset I need?
From what I can tell I think is is a zero stack. Just don't know if it's 44 or 49
