Cv 90 trail? Guy asks for $500. Worth?

So I've been in the market for a nice dual sport bike and everybody tells me to get a cv90 trail and I saw this one outside of my passenger's house today ask the guy he said the back tires needs replacement cuz it's flat the start arm is broken and the break is broken what do you all think? Is this worth $500 or what should I offer him and how much would it take to replace the parts that are broken? I've never owned a bike before so this would be my first. And i have no idea what im doing. Thanks everybody!
