TLDR: battery failed internally with the correct voltage it will not output power correctly even after ensuring it is charged properly.
So this happened on my 2004 v strom 650. She runs great and hasn't given me any problems since I bought her at 42k miles. Got up to 47k now but man did this stump me for a bit. So everything was great rode to work and it just wouldn't start at work. Pull the seat to take a look and see a tinsy bit if corrosion clean it off and put it back tg. We'll now the dash is getting intermittent power, weird issues and all of this. I understand this typically indicates a bad battery but it is reading fine bike has a voltage meter. I looked around and made sure grounds and all the wires are good. Got the bike home with my truck and connected it to a chargerwhich said the battery was fully charged. I swap it out with a spare battery laying around and she starts right up. Turns out the battery just failed to output voltage and would act extremely sporadically. Ik yall can make fun of me but for this who might want to kick their bike down a mountain maybe this can help you.
