Marked/flagged membership records

It is well known that the church will flag/mark membership records for history of abuse, homosexuality, and other things that can bar them from certain callings or rebaptism. Does anyone know if these flags/marks can be removed and what the policy is for removing them be it baptism or 1st presidency approval? Also what decides whether someone with these marks/flags can or can’t do a certain calling or be rebaptised? Sources appreciated.
