If someone loses all their limbs, sight, voice, hearing, smell, and taste with only touch left is it possible to still communicate and teach them?

They'll be wheelchair bound, no arms or legs, and no way to socialize or watch tv/entertain themselves since they can't hear or see. Can't even enjoy food so a feeding tube will be used and all their teeth is gone, tongue is removed. And to go further, what if they're a baby born that way, or through some other horrible means done to them shortly after birth, what will happen when they grow up?
