2000 tomos Targa LX running incredibly high at idle, choke kills it.

I replaced the throttle cable in my Tomos Target LX, as far as I can tell it allows the slide to travel down as much as possible but I can't get it to idle normally. Unscrewing the adjustment needle has no effect but screwing it in makes it rev even higher My first thought was an air leak but a) I can't find it and b) the choke shouldn't kill it if it was an Air leak Right?
