What is best practice for giving objects access to your game's basic properties/settings?

Stuff like a debug mode boolean, a virtual resolution, game services, etc. Making stuff global in your main class is almost always a bad idea, and passing around all this stuff won't scale well. Is there a tutorial for creating a class to handle all this background data so that things scale nicely and your code doesn't turn into a mess?
